Excelsior Legal Collaborative (ELC) offers free legal clinics for residents of San Francisco’s District 11. ELC is a collaboration between:

  • Legal Assistance to the Elderly
  • Asian Americans Advancing Justice- Asian Law Caucus
  • Jubilee Immigration Advocates
  • Excelsior Works!

Our program provides wide-ranging legal services the areas of Housing, Immigration, Employment Law, and Senior Legal Services.

What are the eligibility requirements?

All residents of San Francisco’s Supervisor District 11 are eligible for services through Excelsior Legal Collaborative.

What supervisor district am I in?

You can look up your Supervisor District by visiting the San Francisco Planning Department’s Property Information Map site and entering your home address.

Do I need an appointment to attend one of the ELC clinics?

Varies by clinic.

Housing Rights Clinic: No appointment needed. Please call (415) 757-4500 during clinic hours for assistance in English or Spanish. Please call (415) 757-4502 for Chinese.

Immigration Clinic: Please contact Jubilee Immigration Advocates at 415-813-1958 or [email protected] to schedule an appointment.

Workers’ Rights Clinic: Please contact Victoria Chan at 415-848-7705 or [email protected] to schedule an appointment.

Senior Legal Services Clinic: No appointment needed. Please call (415) 757-4500 during clinic hours for assistance in English or Spanish. Please call (415) 757-4502 for Chinese.

What if I don't speak English?

We have staff that can provide services in Spanish, Cantonese, Mandarin, and Tagalog.

What if I don't live in District 11 or need help with a different legal issue?

Legal Assistance to the Elderly provides legal services for San Francisco residents ages 60 and over and San Francisco residents with disabilities ages 18-59. If you fall within either category, please contact us at 415-538-3333.

Asian Americans Advancing Justice – Asian Law Caucus focuses on housing rights, immigration and immigrants’ rights, labor and employment issues, student advocacy (ASPIRE), civil rights and hate violence, national security, and criminal justice reform. Jubilee Immigration Advocates provides legal representation for immigrants. Jubilee offers some free services. Some of their services are based on a flat fee which varies depending on income, the type of case and the level of complexity. Please call 415-813-1958 for more information.
